The Town of Concord Planning Board recommended to go ahead with all of the developer's requests. It seems they think there are benefits to approving the PRD that mitigate some of the concerns with allowing them to develop the site per their legal rights without a special permit (eg a huge house every couple of acres with no open space). They did require permeable sidewalks so that’s a small win.
The Zoning Board of Appeals seems to be approaching this thoughtfully and with care. There are limits to the parameters we can set. Neighborhood concerns are being taken seriously.
